Tax exempt, nonprofit organizations that have been in existence continuously in Arizona for a period of five years may conduct raffles. Raffles are subject to the following restrictions:
- The nonprofit organization shall maintain this status and no member, director, officer, employee or agent of the nonprofit organization may receive any direct or indirect pecuniary benefit other than being able to participate in the raffle on a basis equal to all other participants.
- The nonprofit organization has been in existence continuously in this state for a five year period immediately before conducting the raffle.
- No person except a bona fide local member of the sponsoring organization may participate directly or indirectly in the management, sales or operation of the raffle.

- Arizona law prohibits all gambling that is not conducted either a) as a social game in which no one runs the game for a profit or b) is conducted by an authorized gambling operator such as a tribal group. The state code defines gambling as follows: “risking something of value for an opportunity to win a benefit, which is awarded by chance.”.
- The current Arizona Tribal-State Gaming Compact (Compact) was passed by Arizona voters in the November 2002 election as Proposition 202, which is a part of Arizona law. The Proposition also authorized the State to enter into and maintain Compacts with tribes for up to 23 years. The Compact sets forth the types of permitted games, establishes technical standards for the gaming.
A designated state, county or local historical society may conduct the raffle subject to the following conditions:
- No member, director, officer, employee or agent of the historical society may receive any direct or indirect pecuniary benefit other than being able to participate in the raffle on a basis equal to all other participants.
- The historical society must have been in existence continuously in this state for a five year period immediately before conducting the raffle.
- No person except a bona fide local member of the sponsoring historical society may participate directly or indirectly in the management, sales or operation of the raffle.
